Transporting Bees Across State Lines into Virginia: Regulations and Requirements

Transporting bees across state lines involves both federal and state regulations to prevent the spread of diseases and pests. Here is a detailed summary of the requirements for transporting bees into Virginia:

Federal Requirements:

  1. USDA Regulations: The United States Department of Agriculture (USDA) has regulations to control the spread of honey bee pests and diseases, particularly American Foulbrood (AFB). Bee shipments should be free of pests and diseases, and proper documentation must be obtained.

  2. Health Certificate: Obtain a health certificate from the state apiarist or agricultural department of the originating state. This certificate verifies that the bees are free of certain pests and diseases.

Virginia State Requirements:

  1. Inspection and Certification: The Virginia Department of Agriculture and Consumer Services (VDACS) requires that all bees imported into the state must have an inspection certificate. This certificate should be issued by an authorized inspector from the state of origin within 30 days of shipment.

  2. Entry Permit: An entry permit is required for importing bees into Virginia. This permit ensures that the bees comply with state regulations and helps prevent the introduction of pests and diseases into Virginia's bee population.

  3. Notification: Notify the VDACS State Apiarist prior to transporting bees into Virginia. This can usually be done via email or phone.

  4. Compliance with Virginia Beekeeping Laws: Ensure that all bees and equipment comply with Virginia's regulations concerning beekeeping practices and pest control.

Steps for Transporting Bees into Virginia:

  1. Inspection in Origin State: Arrange for an inspection of the bees in the state of origin. Obtain a health certificate that verifies the bees are disease-free.

  2. Entry Permit Application: Apply for an entry permit from VDACS. This involves submitting the health certificate and any other required documentation to the State Apiarist.

  3. Notification: Contact the VDACS State Apiarist to inform them of the intended shipment. Provide them with the details of the shipment, including the number of colonies, origin, destination, and date of transport.

  4. Documentation: Carry all necessary documentation, including the health certificate, entry permit, and any other required permits, during transport.

  5. Adhere to Best Practices: Ensure that the bees are transported in a manner that minimizes stress and prevents escape. Use proper ventilation and secure all hives.

  6. Post-Transport Inspection: Be prepared for a potential inspection by VDACS upon arrival in Virginia to ensure compliance with state regulations.
